WHILE railway-maintenance provider Busan Universal Rail Inc. claims that the recent operational issues of the Metro Rail Transit (MRT) Line 3 are caused by “inherent design and quality concerns”, the builder and owner of the train system finds the accusation “ridiculous”.
In a letter sent to the Commission on Audit (COA), Busan claimed that it was not to blame for the inconveniences experienced by the 500,000 daily riders of the railway line. Instead, its flawed design and poor quality are the culprits for the glitches.
“The inherent design and quality concerns on the MRT 3 system have substantially been causing technical glitches and stoppages from the very start of its operations almost 20 years ago,” Busan said in its letter to the COA.
Glitches, stoppages and passenger disembarkations, it said, were not caused by
normal wear and tear or poor maintenance works.
“Serious issues with the system’s design and quality should be considered relative to train reliability, as they directly affect the system’s current performance and further aggravate the system’s already deteriorating condition,” the letter read.
The audit commission noted earlier this month that inconveniences experienced by passengers of the MRT 3 have increased under Busan’s care. Busan assumed
control over the maintenance of the system a year and a half ago.
Busan added that “even diligent and regular preventive and corrective maintenance cannot completely eliminate glitches brought about by design and quality issues. These issues substantially caused technical glitches since the beginning of its operation”.
The trains, it said, had “excessive lateral movement;” the automatic train-protection equipment has a “short delay time;” its air-conditioning units are “underrated;” and the line contractors, couplers, bogie frames and tracks were all of “poor quality”.
Compounded with the overloading and excessive vibrations during usage, these issues “lead to failure of electronic, electrical and mechanical parts”.
In its letter, Busan Rail also cited data from the MRT 3’s first year of service in 2000, when a total of 1,492 glitches where recorded. It likewise cited records from 2008, when the glitches reached 1,927, and from 2009, when problems increased to 2,199.
MRT Holdings Inc., through MRT Corp., owns the train system. It is chaired by businessman Robert John L. Sobrepeña.
“Their claims are just so ridiculous,” Sobrepeña told the BusinessMirror via phone. “When we were handling the MRT, it was nothing like what it is today.” He explained that the lateral movement that Busan claims was “cured during the time of Sumitomo Corp”.
“During Sumitomo’s time, they were combining turning and proper rail grinding. These are simple combinations of maintenance practices,” Sobrepena added. “These are not design faults.”
Sumitomo was the maintenance provider of the MRT until mid-2012.
Redentor S. Roque, the legal counsel of Busan, noted, however, that some of the glitches may be caused by “operational concerns, like driver error, passenger behavior exemplified by stopping of doors and other system issues, such as power outages, extreme weather conditions, debris thrown onto the tracks or the catenary system.
But despite all of these, the company will continue to strive to help normalize the MRT’s operations.
“We now deploy more personnel and perform additional work to promptly attend to glitches and ensure immediate reinsertion of trains,” he said. But for Sobrepeña, what needs to be answered by Busan is how it is faring on the stocking of spare parts, and using those to actually maintain the system.
“The fact is, they should prove and provide invoices of their acquisition of spare parts. Then, let’s compare that to what Sumitomo was spending before, which was $800,000 to $900,000 a month on spare parts,” he said.
The MRT 3 has been in an almost constant state of decay over the last few years, due to government underspending and legal battles between the facility’s owner and the state.
Such problems had caused many inconveniences to the more than 500,000 daily riders of the train system. The private sector has been consistent with its position in regard to fixing the railway line. There have been several proposals that have been submitted to the transportation department over the past few years, but the government has yet to make a decision, Chavez said.
Metro Pacific Investments Corp. Chairman Manuel V. Pangilinan said his group will soon resubmit its multibillion-peso proposal to overhaul and expand the train line. He added the offer is similar to its previous proposal, but the price tag is different due to the peso-dollar exchange rate. “It is broadly similar, but the price, I think, is slightly higher,” he said.
As early as 2011 Metro Pacific submitted a proposal to the then Department of Transportation and Communications, offering $524 million worth of investments from the private sector to be used to rehabilitate and upgrade the MRT 3.
However, it was rejected by the transport department due to former President Benigno S. Aquino III lack of appetite for unsolicited proposals.
The offer, which was resubmitted to the transport agency on the suggestion of Congress after a hearing on the train line in 2015, aims to expand the capacity of the railway system by adding more coaches to each train, allowing it to carry more cars at faster intervals.
The multibillion-peso expansion proposal aims to double the capacity of the line to 700,000 passengers a day from the current 350,000 passengers daily.
Aside from Metro Pacific’s offer, Comm Builders & Technology Philippines and German partner Schunk Bahn-und Industrietechnik submitted in February 2015 a P4.64-billion offer that calls for the complete overhaul of the 73 light-rail vehicles of the MRT, the replacement of the rails, the upgrading of the line’s ancillary system, the upgrade of the track circuit and signaling systems, the modernization of the conveyance system and a three-year maintenance contract.
MRT Holdings Inc.’s proposal, on the other hand, involves an $800-million investment that will be spent in three phases.
Under the three-phased proposal, the private sector will start fixing the train line’s immediate problems, namely the system’s dilapidated rails, outdated signaling system and its failing train cars.
The next phase involves the upgrade of the whole system, which costs about $400 million. It involves the replacement of all elevators, escalators and the makeover of the stations.
MRT Holdings will also buy 48 new cars to double the capacity to 1 million to 1.2 million passengers daily. The third phase involves the linking of the MRT to the Light Rail Transit Line 1’s Monumento Station.
These proposals may or may not see the light at the end of the tunnel just yet, as the transportation department is still in the process of finalizing its track for the MRT.
“We have to resolve the issue with Busan first. If we decide to continue with the contract, then that would be another year and a half and, therefore, we can only decide about the privatization of the line by then,” Transportation Undersecretary for Rails Cesar B. Chavez told the BusinessMirror.
The government is mulling over the termination of the maintenance contract with Busan due to minor and major issues relating to the operations of the line. “We are evaluating the unsolicited proposal, but there are conditions before we could decide, one of them is the Busan contract,” Chavez said.

They just started to investigate na rin kasi dahil even with the proper maintenance ay nabigay parin ang bagon so what do you expect edi tignan ang deeper na situation bakit nga ba ganun. Mas magiging malala ang MRT kung walang maintenance provider. I’ve been with MRT3 from sumitomo to CB&T kaya alam ko na unang taon pa lang ng sumitomo na fresh ang trains and tracks ay may 1400+ issues na tayo naranasan and before mawala ang sumitomo ay 2000+ na ang nangyayari na issues kaya dito pinapakita na talagang may design flaws dahil sa dami ng issues na nangyari sa unang taon pa lang is lumalabas na ang effect ng mga pagtitipid mo.

As early as October 2012 Sumitomo asked the DOTC to consider shutting down the MRT because the MAN900 signals system was obsolete, and spares were no longer being made. They added that no maintenance provider could continue under such dangerous conditions. They also wanted to replace the cars’ electric motors with more durable ones. But as we all know, the only action of Abaya’s DOTC was to fire Sumitomo and replace them with PH Trams.
Moreover, the same Abaya would not allow the visiting inspectors from Hong Kong’s MTR to inspect some areas of the MRT. Now if the problem was faulty design, did it not behoove Abaya to prove that to the inspectors once and for all, if only to justify his firing Sumitomo?
It’s all too convenient to blame faulty design on Sumitomo even after PH Trams and then APT Global messed things up even more. With the increased ridership and obsolete equipment, any rail system will eventually break down. If BURI is as able as their sudden flood of supporters claim it to be, the best they can do is stopgap measures. The whole system has to be shut down and not only rehabilitated but upgraded, like Metro Pacific offered to do, but which the Noynoy administration rejected.

Now just to be clear my friend sumitomo was not fired because on the Public bidding that any filipino citizen can watch sumitomo backed out because the other bids was lower and they offered a 2m per month contract while CB&T not PHtram offered lower around 1m. So they were not fired they backed out from the bidding. Second they way you talk shows that you support poe with all her jumbled facts. PHTram was just a the tail on that and just a joint ventured company of the invited company CB&T but all of a sudden they were the head and CB&T the real bidding winner was suddenly forgotten. This fact should be accepted that PHtram was not the winner and not even qualified to join but their name was listed because they were on a join venture with the qualified and true bidding winner CB&T

Kasalanan yan ni Sobrepeña at ng Sumitomo na bumili ng mga tren ng MRT. Kase kung sa una pa lang ay hindi na palpak ang binili nilang tren at kung maayos ang trabaho ng Sumitomo bilang maintenance ng MRT hindi sana magkakaletche letche ang MRT. Pero saludo parin ako sa bagong maintenance ng MRT na BURI, kase dahil sa kanila mas gumanda at mas maayos na ang MRT. Ang dami ng tren na nagagamit naming commuters lalo na kapagrush hours. Hindi ang BURI ang kailangang masisi sa lahat ng nangyayari sa MRT. Dapat masisi ang SUMITOMO na dating maintenance ng MRT. Dahil sa kanila nagkakaletche letche ang MRT ngaun kase sa una pa lang mali na ang mga tren na nabili nila ni Sobrepeña. Hindi tugma sa riles at noong maintenance pa ng MRT ang Sumitomo puro kapalpakan pa ang ginagawa puro cannibalize ang mga pyesa na mga ginagamit.
