RENEWABLE-energy company Constellation Energy Corp. (CEC) is planning to put up three hydroelectric power plants in the country. In an interview, Joey Leviste, Constellation chairman, said it is looking at putting up a 3- and a 28- megawatt (MW) run-of-river plant in Mindoro Oriental and a 39-MW facility in Nueva Ecija. “We have yet to determine how much to invest, as we’re still at the feasibility stage. We’re not even in the engineering part, as we’re just starting up everything, even the company,” Leviste said. He added that CEC is a Filipino company with Italian and Singaporean partners. “It is our intention to go beyond our existing partners now to move further and get larger companies to work with. We also have other affiliations, and maybe we can also work with Canadians and Australians, from whom we are sourcing potential partners,” he added. Apart from hydroelectric power plants, Leviste said they are also planning to put up two wind-power projects in Negros Occidental and Negros Oriental. Leviste also noted that they are very active in the new wind association that it is being put up and that they are maintaining very close relationship with the Department of Energy (DOE). Leviste said they have a two-year contract to study basic feasibility of wind-power farms on the two sites they are eyeing. “Maybe in the middle of 2011, we’ll have a better idea of the next steps to be taken,” he added. Leviste declined to give specific timelines for development, saying that they have just recently signed a contract with the DOE. “But following the contract- signing will be the initial feasibility and feasibility studies, the basic engineering studies and, then, the construction estimates,” he added.
