Immigration agents nab American wanted for securities fraud PDF Print E-mail

IMMIGRATION agents recently arrested in Angeles City an American fugitive who is wanted by US federal authorities for multiple counts of securities fraud.

In a report to Immigration Commissioner Marcelino Libanan, Immigration Area II Director Heranio Manalo identified the American as Scott Alln Frye, 41, who was arrested at his residence in barangay Balibago, Angeles City.

Frye was arrested on the strength of a mission order that was issued by Bureau of Immigration (BI) Executive Director Franklin Littaua, who was tasked by Libanan to to supervise the bureau’s intelligence and law-enforcement operations.

Libanan has ordered the BI law and investigation unit to expedite the summary deportation proceedings against Frye so he could be repatriated to the US to stand trial.

“As we have always warned other foreign fugitives, the Philippines is not a haven for wanted criminals, thus, they should not seek sanctuary here,” Libanan said.

Manalo reported that the American could not present any travel document, although it was learned that he is already an undocumented alien as the US government had already revoked his passport.

Citing information obtained from the US Embassy, Antonio Rivera, head of the BI Deportation Unit, disclosed that Frye is the subject of an outstanding arrest warrant issued by the US District Court in Alabama, where he was charged with several counts of securities fraud.

Rivera explained that securities fraud is an act committed by an entity intending to manipulate the market through deliberate concealment or distortion of information.

Since his arrest, the American has been detained at the BI detention center in Bicutan, Taguig, Metro Manila, while undergoing deportation proceedings.

Frye will be placed on the immigration blacklist and banned from reentering the Philippines after he is deported, Rivera added.

Meanwhile, Makati Mayor Jejomar Binay has congratulated Libanan for being one of the nominees for the Lingkod Bayan Award of the Civil Service Commission.

Binay said Libanan’s nomination for the award is in recognition of his accomplishments and his excellent leadership that ushered in a better quality of public service in the BI.

“Your significant accomplishments in the bureau make you truly deserving of this recognition. I am sure that with your dedication and management expertise, the bureau will continue to show marked improvement and develop some of the best public servants we have in the country,” Binay said in his letter to Libanan.

Libanan was among the finalists and the only presidential appointee to be nominated for the Lingkod Bayan award, which is given to individuals or groups who made “extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony.”
