THE Department of Public Works and Highways (DPWH) has ordered the contractor that undertook the rehabilitation of Osmeña Flyover crossing Buendia Avenue in Makati City to re-do the whole asphalting works which did not pass DPWH quality standards.
Public Works Secretary Rogelio Singson ordered the contractor, Tokwing Construction, to totally remove and replace the asphalt overlay on the flyover, at the contractor’s own expense, as pavement failures owing to the substandard asphalt material used started to occur within days from opening the flyover to vehicular traffic.
The contractor has expressed willingness to abide with the order and undertake total replacement.
The repair works, subject to weather condition, have been scheduled to start on October 14 and will be completed in two weeks.
Singson has earlier directed the tightening of quality control and assurance in project implementation.
Contractors have to assure that their contracted projects are according to plans and specifications and they will be held responsible should defects occur within the warranty period as the department will be very strict on them and their material suppliers to improve the quality of infrastructure projects.
