THE Department of Finance (DOF) said on Monday it has filed criminal and administrative charges against an official of the Land Bank of the Philippines in North Cotabato after the bank itself received numerous complaints against the official.
According to the DOF’s Revenue Intergrity Protection Service, Gil Noble, a division chief of LandBank in Kidapawan City , also failed to declare statement of assets and liabilities and networth (SALN) for the past 20 years in his government service, except for years 1990 and 2000.
According to RIPS, Landbank’s central office in Manila requested the agency to conduct an official lifestyle check on Noble after it received numerous complaints on his alleged anomalous land transaction deals.
The RIPS said that in 1990, when Noble did file his SALN, the official did not declare any real property in his 1990 SALN although he acquired a farm lot in 1989.
It also discovered that Noble did not declare his other properties including an industrial machine, a residential and commercial building, rice lowland and a 500-square meter lot, among others.
Moreover, as verified by the DOF-RIPS with the Land Transportation Office (LTO), Noble is the registered owner of several vehicles including an Isuzu Camper, a Honda motorcycle and a Toyota Town Ace.
Noble began his government service in 1988 with a gross monthly salary of P1,486.56. At present, he is receiving an annual salary of P421,200 or a monthly income of P35,100.
Noble is now facing charges for violations of the Anti-Graft and Corrupt Practices Act, the Code of Conduct and Ethical Standards for Public Officials and Employees, among others, while his properties may be forfeited in favor of the government if these are found to have been unlawfully acquired.
