DARAGA, Albay—Albay Gov. Joey Salceda has announced he will run for representative of Albay’s Second District next year as a Liberal Party candidate, to finish the monumental development projects he had started and bring in new and bigger ones.
Salceda, whose third term as governor ends in 2016, made the announcement after registering last Friday morning as a voter of this town. He posted a statement in his Facebook account last Saturday to end speculations regarding his political plans beyond his governorship.
A popular and multiawarded local government official whom some sectors had previously pushed for a national position, Salceda opted for a congressional post in his province, where, he said, he could work to finish many large development projects he had started and bring in many more, which could make Albay one of the leaders in the country’s economic development.
“I wanted it to be totally my own decision. Yesterday, [Friday] alone, and having told no one, first thing in the morning and without fanfare, I registered as voter in Daraga, Albay, where, over the past eight years I have resided and owned a house… to effectively perform my tasks as governor,” he said.
Previous to his three full terms as governor, Salceda had also served as congressman of Albay’s Third District for nine years. Barring other developments, his 2016 political pursuit in the Second District is seen to go uncontested, more so that concurrent Rep. Alfrancis Bichara’s term also ends next year.
“I listened for two years and our people lead me here as the best way, and with the biggest challenge, to level up the Albay transformation work-in-progress focusing on: The completion of the Daraga International Airport, which I began in 2006, when I was chairman of the House Committee on Appropriations; continue the tourism work in terms of infrastructure, marketing and events and critical mass of Albay tourism is in the Second District, essentially the Camalig-Daraga-Legazpi nexus; and initiate and complete the process toward the cityhood of Daraga, which is a legislative act,” he explained.
When in Congress, Salceda said he will work for the creation of the Fourth District of Albay since it provides new access to national resources and proportional representation of 1.3 million Albayanos; and help pursue the South Railways Project, or the Manila-Albay-Matnog rail line, where he participated in its project formulation and, now, for private-public partnership bidding.
The project would have its South Central station in Comun, Camalig, with spur lines to Legazpi City and to Matnog, Sorsogon.
He said he will also help pursue the extension of South Luzon Expressway to Matnog, which is also at the core of the Luzon 2045, or Luzon Spatial Development Framework, work for which is being done by the Luzon Area Development Coordinating Council, which he has chaired for two terms; and ensure approval and funding for the two critical bridges from Cagraray to Batan, and Batan to Rapurapu.

Sana po Gov., pag nasa congress ka na siguro baka pwede ma amend some of the guidelines/rules of K-12. Siguro, options lang ito. Those who can afford to go to college with a good grade can proceed to the proper college/academe. Wherein, those who are in need or I may say grassroots siguro makapagtake nitong Grades 11 and 12 so that they have already skills and maybe we will not be shortage of classrooms. Options lang po. Also, as observation, siguro ma amend din yong per diem sa travel kasi sa ngaun P800.00 per day but in reality parang kulang pa rin ito. May mga hazardous places na pinupuntahan, no hazard claims. Thanks.
