Davao City Mayor Rodrigo R. Duterte, who consistently campaigned for radical changes in government and who also threatened the status quo of the country’s rich and powerful oligarch with his confrontational stance, has trumped all his rivals in the presidential race, with 37 percent in the final platform-based survey of the Philcoman Research Institute Inc. (PCMRII), which ended last May 6.
Closely trailing behind him with 32 percent is Vice President Jejomar C. Binay, while the ratings of former Department of the Interior and Local Government Secretary Manuel A. Roxas II, Sen. Grace Poe and Sen. Miriam Defensor-Santiago continued to slide, taking the third, fourth and fifth slots with 13 percent, 11 percent and 5 percent, respectively.
“What will spell the difference, though, in this close fight between Duterte and the other candidates is the political machinery of each aspirant that is not factored in the survey. It is the individual network of the candidate that will convert his or her popularity into votes that can be counted and tallied after the election on Monday,” said Dr. Ernie Gonzales, a fellow of the London School of Economics & Political Science and PCMRII director for Research.
The PCMRII survey, a nationalist, policy-oriented research study, differed from the usual popularity surveys, where respondents are asked who of the candidates they think have concrete plans for the country based on the four interrelated important issues: political, social, economics and national security.
Binay, who represented the masses and the middle class, led with 31 percent on the second platform-based presidential survey conducted by the PCMRII between March 31 and April 15. Behind him then was Duterte with 25 percent, while Roxas, Sen. Poe and Sen. Santiago took the third, fourth and fifth slots with 19 percent, 16 percent and 7 percent, respectively.
Binay is the only one with clearly defined platforms designed to alleviate poverty and spur the economy on the issues asked of the respondents by PMCRII researchers, who also found that the graft and plunder issue systematically heaped on Duterte in the media by Sen. Antonio Trillanes has not really affected much the mayor’s continuing surge in the survey.
When PCMRII wound up its third and final survey last May 6, only 2 percent out of the respondents still remained undecided. The sampling errors for national percentages is 3 percent, plus or minus; six for regionals and for Metropolitan Manila.Each percentage point is equivalent to 440,000 votes, assuming 44 million of the 54 millions registered voters cast their ballot on May 9.
According to Gonzales, nothing is really certain, based on the surveys with only 1,200 respondents or more, and especially if there is heavy turnout of voters on election day.
“So, between Duterte and the other contenders, it’s still anybody’s game,” he said, adding that at this point, no one can discount Binay, Roxas, Poe and Santiago as possible winning candidates, considering the many factors and elections variables not inputted in the surveys.
Interviewed by PCMRII researchers, UNA President and Navotas Rep. Toby M. Tiangco said: “Through our far-reaching and sustained strategy, we expect to be joined by a broad coalition of partners and supporters to ensure VP Binay victory.”
In the vice-presidential race, Sen. Ferdinand R. Marcos Jr., despite the persistent bashing by the leftists and the so-called yellows, continued to overshadow his rivals at 34 percent followed by Sen. Alan S. Cayetano, 24; lawyer Leni G. Robredo, 21; Sen. Gregorio B. Honasan II, 16; Sen. Trillanes, 5.
In the senatorial race, Sen. Vicente C. Sotto III remains the No. 1 with 58 percent; followed by Martin Romualdez, 50 percent; Ralph G. Recto, 48 percent; Richard J. Gordon, 47 percent; Emmanuel Pacquiao, 46 percent; Susan Ople, 44 percent; Sen. Franklin M. Drilon, 42 percent; former Sen. Panfilo Lacson, 40 percent; former Sen. Francis N. Pangilinan, 39 percent; Sen. Teofisto D. Guingona III, 37 percent; Sen. Migz Zubiri, 35 percent; former Technical Education and Skills Development Authority Director General Joel Villanueva, 33 percent; Sen. Sergio R. Osmeña III, 28 percent; former Metropolitan Manila Development Authority Chairman Francis N. Tolentino, 27 percent; and Rep. Neri J. Colmenares, 26 percent.
