THE Department of Justice (DOJ) has issued an immigration lookout bulletin order (Ilbo) against David Go Lim Jr., the primary suspect in the alleged Cebu road-rage-shooting incident.
Justice Secretary Vitaliano N. Aguirre II ordered Immigration Commissioner Jaime Morente to instruct all immigration officers in the country’s airports and seaports to be on the lookout to prevent any attempt of Lim to leave the country.
Lim surrendered to Cebu authorities after he went into hiding following the shooting that happened on March 19.
Lim reportedly engaged the shooting victim, Ephraim Montalbo Nunal, in a traffic altercation on F. Sotto Street, Barangay Kamputhaw, Cebu City, on Sunday.
“We issued the Ilbo to curtail any efforts on the part of Mr. David Go Lim Jr., or those trying to protect him, to evade any responsibility from the shooting incident. If he committed the act attributed to him by the victim, then he should squarely face the charges against him,” Aguirre said in a statement.
Aside from the Bureau of Immigration, the National Police was also furnished a copy of the order.
An Ilbo is different from a court-issued hold-departure order (HDO) since the former only directs the BI to be on the lookout for the subject and to verify the status of the case against the subject person and not to restrict the individual from leaving the country.
However, a person subject to the Ilbo should seek an allow-departure order (ADO) from the DOJ chief to be allowed to leave.
Supreme Court (SC) Spokesman Theodore Te clarified that no arrest warrant has been issued yet for the arrest of Lim because no case has been filed against the latter.
Te said this was based on the information provided by Executive Judge Gilbert Moises of the Regional Trial Court in Cebu City in response to criticisms on the supposed failure of the court to issue an arrest warrant against Lim.
“Neither has there been an application for a search warrant filed. As per the EJ [Executive Judge], the office of the [Cebu City] Mayor has not contacted any of the judges regarding this matter,” Te said in a statement.
