The umbrella organization of employers and premier organization of human- resource (HR) practitioners in the country have committed not to allow the illegal practice of “contractualization” or “endo” by any of their member-companies or engage in prohibited labor-only contracting with service providers or outsourcing service providers and suppliers.
The commitment of the Employers Confederation of the Philippines (Ecop) and the People Management Association of the Philippines (PMAP) is embodied in the joint Labor Law Compliance Code for Employers, which Donald G. Dee and Jesse Francis N. Rebustillo, presidents of Ecop and PMAP, respectively, signed on Wednesday at the Dusit Thani Hotel in Makati City.
The signing ceremonies capped the joint membership meeting of the two organizations.
Dee said Ecop and PMAP will not allow these “illegal practices,” saying these are “violative of the security of tenure and secured by the Constitution, statute and jurisprudence.”
“It is the unequivocal unwavering position of Ecop and PMAP that all of their members should be compliant to labor laws, as well as rules and regulations, and programs that afford protection and promote the welfare of workers in the private sector,” Dee emphasized.
In line with this, both groups expressed full support to initiatives by the Department of Labor and Employment to require all legitimate job contractors and outsourcing service providers to possess the mandatory certificate of compliance on General Labor Standards and on Occupational Safety and Health Standards to ensure full compliance with labor standards.
Ecop and PMAP have also committed to actively orient and train their member-companies all over the country to labor law compliance in accordance with prevailing laws, rules and regulations of competent government authorities.
To ensure that their members “faithfully observe labor law compliance as a means of protecting the interest of workers, their employer-members and the Philippine economy as a whole,” Ecop and PMAP vowed to police their own ranks.
