    P10,000 performance bonus for state workers

    PRESIDENT Arroyo on Wednesday granted a performance bonus for all state workers this year, citing the country’s “robust” economic growth and efficient government operations that led to savings in the national government.

    The President authorized the grant of a P10,000 performance bonus for state workers who have served the government for at least four months as of end-November. The grant was contained in Administrative Order (AO) 213 dated December 12.

    The President said in AO 213 that “the robust growth of the economy and the commendable effort exerted by government agencies in attaining efficiency in government operations have contributed to the generation of savings” and that “government personnel have contributed to this effort by discharging their duties with dispatch.”

    Under AO 213, all workers in national government agencies and government-owned or -controlled corporations (GOCCs), including government financial institutions (GFIs), whether hired on permanent, temporary, casual or on contractual basis and employed for the  last four months as of November 30, 2007, are each entitled to a one-time P10,000 performance bonus.

    Government personnel with less than four months of service as of November 30 shall be entitled to a performance bonus on a prorated basis. For those who have been working for three months but less than four months, 40 percent; two months but less than three months, 30 percent; one month but less than two months, 20 percent; and less than one month, 10 percent.

    The performance bonus shall be granted to all government personnel who have not received any additional year-end benefit in fiscal year 2007, over and above the benefits authorized under Republic Act 6686, as amended by RA 8441, on the granting of Christmas bonus and cash gift.

    AO 213 provides that for NGAs, except the constitutional offices/fiscal autonomy group (Cfag), P7,000 of the required amount will be charged against additional funds to be released by the Department of Budget and Management (DBM), chargeable against savings from the unreleased appropriations under the 2007 budget which shall be pooled by the DBM for this purpose; the remaining P3,000 will be charged against savings in the respective agencies.

    If the agency’s savings are not enough to fully cover the remaining P3,000 per employee, a partial implementation of the benefit shall be made “uniform for all positions,” subject to the conditions on the length of employment.

    For agencies belonging to the Cfag, the amount required shall be charged against their available savings; for GOCCs and GFIs, from their respective approved corporate budget.

    GOCCs and GFIs with insufficient resources may partially implement the bonus, provided that it is uniform for all positions.

    The DBM will craft the implementing rules and regulations for the performance bonus, which will be paid out not earlier than December 15.
